| Resumen : | El tráfico ilícito de bienes patrimoniales es tercera actividad que genera recursos económicos. Se calcula que la cifra se ubica por encima de un billón de dólares anuales. Durante años se han perdido miles de objetos de incalculable valor cultural y monetario. El Ecuador se ha visto afectado por este delito desde sus inicios. Miles de piezas salen del país al año para ser vendidas a precios exorbitantes a coleccionistas privados en Europa o en Estados Unidos. El país, históricamente, ha sido un actor en el tráfico ilícito, pero nuevas políticas están tratando de cambiar esta realidad. En lo referente a instrumentos legales, en los 70s se firmó y ratificó la Convención de la UNESC que se refiere al tema, mientras que a nivel nacional, el Código Penal menciona brevemente a los delitos en contra del patrimonio. |
| Descripción : | The smuggling of patrimonial goods is the third illegal activity that generates most economic resources. It is estimated that the figure is above one billion dollars per annum. For years thousands of objects of incalculable cultural value have been lost. Ecuador has been affected by this crime since its inception. Thousands of pieces are smuggled out of the country each year and are sold at exorbitant prices to private collectors in Europe or the United States. The country has historically been an actor in the smuggling, but new policies are trying to change this reality. Regarding legal instruments in the 70s the UNESCO Convention concerning the issue was signed and ratified, while nationally, the Criminal Code briefly mentions crimes against the patrimonial goods. |
